29-year fugitive prompts new DMV legislation

Robert Henry, the fugitive caught in Troy earlier this week after 29 years on the run, has prompted new legislation that lawmakers say would have prevented people like Henry from being on the lam for so long.

Senator Roy McDonald (R) and Rensselaer County Clerk Frank Merola are proposing the integration of the State Department of Motor Vehicles system with the criminal justice system. If the systems had been linked, the warrant for Robert Henry would have popped up several times during his frequent visits to the Troy DMV.

"We actually gave him a non-driver ID card," Merola said, "We gave him a permit and at one point he came in and registered a vehicle. The amazing part is that he used no fraudulent documents. He came in with his own birth certificate, own Social Security card and we issued those items to him."

Merola says the DMV computers already check for multiple things, so why not check for open arrest warrants as well.
