ALBANY, N.Y. -- A serious lack of supervision was committed by the Office of General Services and managers surrounding the so-called "man cave" discovered last summer, according to a New York State Inspector General report out Monday.

The report claimed there was rampant drug abuse and other activities in the Albany Parking garage.

Employees Louis Marciano and Gary Pivoda are both accused of using what's been dubbed as their "man cave" to sleep and do drugs during their working hours.

The report also finds that managers failed to address complaints that Marciano discriminated against African American employees.

He allegedly called them names and assigned them extra work to cover for Pivoda.
